During the earlier phase of the Cold War (1947–60), Portugal became a steadfast, if weak, member of the US-dominated North Atlantic Treaty Organization alliance and, in 1955, with American support, Portugal joined the United Nations (UN).

Although some of the regime’s followers were fascists and pseudofascists, many more were conservative Catholics, integralists, nationalists, and monarchists of different varieties, and even some reactionary republicans. If the New State was authoritarian, it was not totalitarian and, unlike fascism in Benito Mussolini’s Italy or Adolf Hitler’s Germany, it usually employed the minimum of violence necessary to defeat what remained a largely fractious, incoherent opposition. With the tumultuous Second Republic and the subsequent civil war in nearby Spain, the regime felt threatened and reinforced its defenses.
